NHS Resolution has published its 2026/27 Business Plan, setting out its financial and service delivery priorities for the second year of its 2025–28 strategy, Resolution through collaboration.
The business plan outlines how NHS Resolution will continue to support patients, families, healthcare professionals and the wider NHS in England by delivering fair resolution, using data and insight to improve safety, and driving improvements in maternity and neonatal care, while investing in its people and systems.

We remain committed to supporting patients, families and healthcare staff, using our unique data and insight to drive improvement, and investing in our people and systems so we can respond effectively to a changing environment and the needs of the wider NHS.”
Fair resolution
Delivering fair, timely and proportionate resolution remains a core priority. In 2026/27, NHS Resolution will continue to minimise both distress and cost by keeping patients and staff out of litigation wherever possible and evolving its services to achieve the best outcomes.
This includes expanding pre‑litigation approaches, increasing in‑house management of claims, refining the Early Notification scheme, and strengthening dispute resolution options such as mediation and early neutral evaluation. Practitioner Performance Advice and Primary Care Appeals services will continue to deliver fair, expert and cost‑effective support, responding to a changing healthcare landscape.
Data and insights
Using data to learn from harm and improve responses across the health and justice systems remains a key focus. NHS Resolution will continue to share learning widely, working with partners across government, the NHS and professional bodies to ensure insights are practical, impactful and lead to real improvement.
This includes delivering a wider suite of learning resources, education programmes and tools, expanding compassionate conversations training, and exploring the responsible use of artificial intelligence and digital technologies to enhance analysis and efficiency.
Improving maternity and neonatal care
Improving safety and the response to harm in maternity and neonatal services continues to be a critical priority. During 2026/27, NHS Resolution will develop its Maternity Incentive and Early Notification Schemes to respond to the findings of independent evaluation to strengthen their impact on safety, accountability and family experience.
The organisation will continue to work collaboratively with system partners and support families through its Family Liaison service, while contributing to wider maternity and neonatal safety improvements across the NHS.
Investing in people and systems
NHS Resolution will continue to invest in its people, focusing on leadership development, skills growth and a culture of continuous improvement. The integration of major change programmes into business as usual, alongside the use of digital tools and technology, will support more efficient and responsive services and ensure value for money.
